Even though they still look like they're going to be too small (they seem only barely too big for me!), I'm going to try and trust the numbers--the other pair of socks I knit him were 80 stitches around with roughly the am gauge, maybe even slightly smaller, and these are 78 stitches around.
Plus, I can fit my entire hand and wrist inside of these, in addition to my ankle and foot.

I think it will be ok, socks stretch. They are really nice looking, I love that color.
so close! that color is AMAZING - such a rich blue - good going and much luck on exams.
